煤炭企业安全生产数据资产管理体系及实施路径

摘要： 基于数据资产的视角，分析了煤炭企业安全生产数据资产的涵义和特征，从数据资产管理对象、管理流程、管理标准、安全管理和权属管理五个层面构建了煤炭企业安全生产数据资产管理体系，分析了煤炭企业安全生产数据资产管理过程中存在的问题，从煤炭企业数据中台建设、数据资产管理标准规范、管理机制和管理人才队伍四个方面给出了煤炭企业安全生产数据资产管理的实施路径。

Abstract： From the perspective of data assets, this article analyzes the meaning and characteristics of safety production data assets in coal enterprises. It constructs a safety production data asset management system for coal enterprises from five aspects: data asset management objects, management processes, management standards, safety management, and ownership management. It also analyzes the problems existing in the management process of safety production data assets in coal enterprises. The implementation paths for the management of safety production data assets in coal enterprises are provided from four aspects: the construction of the data middle platform in coal enterprises, the standard norms for data asset management, the management mechanism, and the management talent team.

引言
大數據技術、智能化監測監控設備在煤炭企業的廣泛應用，不僅提高了企業安全生產的智能化水平、災害事故的預防預控能力，保障了礦工的生命安全和企業安全生產的穩定運行，還為煤炭企業采集存儲了大量的安全生產數據，這些數據被越來越多的組織視為企業發展的重要戰略性資源。將煤炭企業安全生產數據作為企業重要的資產進行建設和管理，仍是當前煤炭企業安全生產大數據研究與實踐面臨的重要挑戰。鑒于此，本文基于數據資產的視角，探討煤炭企業安全生產大數據資產的內涵、特征、整體建設架構及管理體系，以期為煤炭企業安全生產大數據的建設和發展提供借鑒。
